India Carbon Credit Trading Scheme (CCTS) MRV & GHG Intensity Tracking

Complete step-by-step operational procedure for Indian Designated Consumers (DCs) to baseline specific GHG emission intensity (tCO2e/equivalent product), reconcile production boundaries, and generate Bureau of Energy Efficiency (BEE) Form A monitoring reports.

Last Reviewed: 2026-08-26
Owner: India Carbon Market Practice Lead

Prerequisites & Required Authorizations

  • Designated Consumer (DC) registration ID issued by the Bureau of Energy Efficiency (BEE).
  • Validated annual gross energy and mass balance consumption logs.
  • Active Carbon Accountant or Compliance Officer role.

Expected Outcome

Specific GHG Emission Intensity (GEI) computed against statutory BEE reduction targets with automated surplus/deficit Carbon Credit Certificate (CCC) estimation and Form A export.

1. Statutory Context of India Carbon Credit Trading Scheme (CCTS)

Under the Carbon Credit Trading Scheme (CCTS) notified by the Ministry of Power and governed by the Bureau of Energy Efficiency (BEE) under the Energy Conservation (Amendment) Act 2022, Designated Consumers (DCs) in energy-intensive sectors (Steel, Cement, Aluminium, Pulp & Paper, Chlor-Alkali, Fertiliser, Petrochemicals) are obligated to reduce their Greenhouse Gas Emission Intensity (GEI) against statutory multi-year baselines.

The compliance mechanism functions as follows:

  • **Over-performing Entities (GEI_{actual} < GEI_{target}): Receive tradeable Carbon Credit Certificates (CCCs)** issued into their Indian Carbon Registry account.
  • **Under-performing Entities (GEI_{actual} > GEI_{target}):** Incur a compliance deficit and must purchase and surrender equivalent CCCs or ESCerts to avoid statutory financial penalties.

2. Sectoral Baseline & GHG Intensity Reference Table

The platform automatically applies statutory BEE normalization formulas across obligated industrial sectors:

3. Step-by-Step Procedure: Executing the Annual CCTS MRV Cycle

Follow these operational steps to execute your annual CCTS Monitoring, Reporting, and Verification cycle:

1
Access the CCTS Compliance Console
•In the main platform navigation, click India Compliance (CCTS)→MRV Dashboard.
•Select your target Designated Consumer (DC) ID (e.g., DC-STEEL-JH-0042) and the current Compliance Target Year (e.g., FY 2025–26).
•Confirm your facility's registered baseline intensity (GEI_{baseline}) and statutory reduction trajectory target (GEI_{target}).
2
Reconcile Gate-to-Gate Production & Equivalent Normalization
•Click the Production Accounting tab.
•Enter physical gross production for each product line (e.g., Hot Rolled Coils: 850,000 MT, Wire Rods: 210,000 MT, Pig Iron Sales: 65,000 MT).
•Enter specific sector normalization coefficients (e.g. scrap ratio, product mix correction factors).
•The engine automatically computes the statutory equivalent production denominator (P_{eq}).
3
Reconcile Direct (Scope 1) & Indirect (Scope 2) Emission Inventory
•Click the GHG Inventory & Boundaries tab.
•Click Import Verified Activity Data to pull all 12 monthly locked fuel and electricity records from the GHG Accounting ledger.
•Reconcile fuel combustion: Coking coal, petcoke, furnace oil, natural gas.
•Deduct permissible gate-to-gate deductions:
•Deduct electricity exported back to the state grid (MWh × Grid\ Factor).
•Deduct certified captive solar/wind wheeling power.
4
Execute Specific GHG Emission Intensity Calculation
•Click the Run CCTS Intensity Engine button.
•The engine computes your actual Specific GHG Emission Intensity:
GEI_actual = (Gross Scope 1 (tCO_2e) + Net Scope 2 (tCO_2e) - Renewable Deductions / P_eq (MT Equivalent))
•The platform displays your real-time compliance delta:
CCC Delta = (GEI_target - GEI_actual) × P_eq
5
Generate Statutory Form A & Stage for ACV Verification
•If CCC Delta > 0: The platform estimates your net Carbon Credit Certificate Surplus eligible for issuance.
•If CCC Delta < 0: The platform calculates your Compliance Deficit and models CCC procurement requirements.
•Click Generate BEE Form A (Annual Monitoring Report).
•Sign the report with your corporate digital signature token and assign it to your accredited Carbon Verification Agency (ACV) under Verification→Engagements.

4. Technical Note: Waste Heat Recovery & Captive Power Accounting

Important

Waste Heat Recovery Power (WHRP) Guidelines

In accordance with BEE CCTS Procedure Clause 4.2, electricity generated from captive Waste Heat Recovery Systems (WHRS) installed on blast furnace gas or cement kiln preheaters is classified as zero-emission energy. Do not apply grid emission factors to internally consumed WHRP power.

Pro Tip

Biomass & Alternative Fuel Co-Processing

When co-processing municipal solid waste (MSW) or agricultural biomass pellets in boilers, obtain third-party laboratory biogenic fraction test certificates (C^{14} isotope analysis) to substantiate carbon neutrality deductions.

5. CCTS Diagnostics & Resolution Table

Validation IssueDescriptionRoot Cause & Resolution
Invalid DC MappingDesignated Consumer Registration MismatchThe entered Designated Consumer ID does not match the BEE registration ledger. Check DC code in Organization Settings→Regulatory Profile.
Incomplete Monthly RecordsMissing Activity PeriodsThe 12-month compliance cycle has incomplete activity records for one or more months. Ensure all months from April through March are locked.
Normalization Coefficient DeviationEquivalent Factor Out of BoundsThe product normalization coefficient entered deviates from the statutory BEE sector annexure. Verify specific clinker-to-cement or iron-to-steel ratio.
